+CCC as a galactic community of individuals is proud of two fundamental principles

+Diverse teams like [CERT](/cert/), [Awareness Team](/awareness/) und [Security](/security/) support and aid attendees in conflicts.

+In very rare cases, incidents can not be resolved despite all efforts made: In case of a harsh violation of our principles, the arbitration board is tasked with hearing all parties involved. The arbitration board can then take appropriate measures to guarantee the security and safety of every attendee.
+
+## What ist the arbitration board's goal?
+
+The goal of the arbitration board is to make sure that everybody can feel safe at the event.
+Punishment or placing blame is not our goal – we define a modus operandi for the duration of the event.
+
+## What kind of incidents does the arbitration board handle?
+
+The arbitration board handles gross violations of our principles. Examples include:
+
+* harassment
+* stalking
+* assault
+* sexual harassment
+* as well as violations of our principles.
+
+We acknowledge that such cases can not be "solved" or "compensated." In a situation that is hard for everybody, we make sure that at least everybody can feel safe going forward.
+
+## What kind of sanctions can the arbitration board apply?
+
+The arbitration board can impose the following sanctions:
+
+* a formal warning
+* restrictions, for example a restraining order
+* temporary or permanent ban from the upcoming or currently running event
+* permanent ban from multiple future events
+
+A transgression against restrictions will be sanctioned separately and can lead to preclusion. 
+The arbitration board speaks on behalf of the organizers when imposing sanctions.
+
+## How does the arbitration board make a decision?
+
+The arbitration board is imbued with the competence to pass rulings with binding and potentially far-reaching consequences. 
+It therefore follows particular
+[rules of procedure]({filename}procedure.md) to ensure an equal and fair process for every person.
+
+## Who are the members of the arbitration board?
+
+The members of the arbitration board are appointed by the CCC board. They enjoy the community's trust and are experienced in resolving and dealing with greve conflicts.

+Sehr selten kommt es vor, dass auch mit Unterstützung durch das [Awareness Team](/awareness/) eine einvernehmliche Lösung nicht sinnvoll oder möglich ist: Wenn ein schwerer Verstoß gegen unsere Prinzipien vorliegt, hat die Schiedsstelle die Aufgabe, alle Beteiligten anzuhören. Zur Gewährleistung von Freiheit und Sicherheit an den Veranstaltungen kann sie dann formale Massnahmen gegen eine Person einleiten.

+## Was ist das Ziel der Schiedsstelle?
+
+Die Schiedsstelle hat zum Ziel, dass sich alle Teilnehmenden auf der Veranstaltung sicher fühlen können.
+Bestrafung oder gar die Verortung von Schuld ist nicht Aufgabe der Schiedsstelle – wir schaffen einen Modus Operandi für die Dauer der Veranstaltung.
+
+## In welchen Fällen kann ich mich an die Schiedsstelle wenden?
+
+Die Schiedsstelle bei schweren Vorwürfen tätig.
+Beispiele können sein:
+
+* Belästigung
+* Stalking
+* Körperverletzung
+* Sexuelle Übergriffe
+* sowie Verstöße gegen unsere Prinzipien.
+
+Wir erkennen an, dass derartige Verstöße nicht sofort oder auch überhaupt nicht "gelöst" oder "wieder gut gemacht" werden können. In einer für alle Beteiligten schweren Situation ist unser Ziel, dass alle Teilnehmenden sich sicher fühlen können.
+
+## Welche Maßnahmen kann die Schiedsstelle ergreifen?
+
+Die Schiedsstelle kann folgende Sanktionen aussprechen:
+
+* Verwarnung
+* Auflagen (beispielsweise ein Kontaktverbot)
+* Zeitweiliger oder dauerhafter Ausschluss von der anstehenden oder laufenden Veranstaltung
+* Ausschluss von zukünftigen Veranstaltungen
+
+Ein Verstoß gegen Auflagen wird eigens sanktioniert und kann zu einem Ausschluss führen. 
+Bei Aussprache einer Sanktion handelt die Schiedsstelle in Vertretung des Veranstalters.
+
+## Wie trifft die Schiedstelle eine Entscheidung?
+
+Da die Schiedsstelle Entscheidungen mit weitreichender Konsequenz treffen kann, folgt die einer speziellen [Verfahrensordnung]({filename}procedure.md). Diese Verfahrensordnung soll einen fairen und für alle Teilnehmenden gleichen Ablauf der Entscheidungsfindung sicherstellen.

+The following text describes the arbitration board's code of procedure. This code of procedure is necessary to ensure a fair and equal procedure for all cases and participants. It protects you from biases or arbitrariness and ensures that you can rely on an independent and experienced group of arbiters to be there for you. They all have particular expertise in dealing with sensitive conflicts.
+
+We are aware that there is no perfect solution to the various cases we deal with. If you have any suggestions for improvement, [please share them with us]({filename}contact.en.md).
+
+## Composition
+
+The members of the arbitration board are appointed by the board of the CCC. 
+These are people who are trusted by the community and have experience in mediating difficult conflicts.
+
+Three members of the arbitration board take on a particular conflict and decide on the necessity of measures.
+
+Experts from the awareness team and CERT can be heard in an advisory capacity, 
+if they had no prior involvement with the case 
+(experts with prior dealings are [witnesses](#responsibilities-of-the-parties-involved)).
+
+## Independence
+
+If an arbiter is not able to make an independent and impartial decision 
+then they will recuse themself from the case. Another member will take their place. 
+
+Every party involved can request an arbiter's disqualification on the grouds of bias. 
+The arbitration board will decide on the motion immediately.
+
+## Rights of the Parties Involved
+
+Nobody is required to participate in a proceeding. 
+The arbitration board will however bring every case presented to it to a close with the information provided to it.  
+
+All parties are allowed to be accompanied by a confidant. 
+Those will be informed by the arbitration board in parallel but they are not their legal representative.
+
+If a matter of sexual violence is being heard then the arbitration board will 
+communicate with the initiating party via an arbiter of the same gender on request if at all possible. 
+
+All reproaches and the information discovered during the course of the investigation 
+will be made available to the initiating party, the accused party and their designated confidants. 
+Both parties will be heard regarding all reproaches and the discovered information. 
+Contact data can be excluded from the information forwarded to the opposing party. 
+After due consideration, facts of the case can be communicated in a summarized fashion only as well. 
+
+## Course of Proceedings
+
+The case will be heard by one member of the arbitration board. 
+They will get in contact with various other people, determine the exact schedule and dates. 
+The following course is the general template:
+
+1. The initiating party approaches the arbitration board.
+1. The arbitration board questions the initiating party about the exact charge 
+   including existing evidence and their preferred resolution. 
+   At the same time the board member will inform the intiating party about 
+   the specific composition of the board and the next steps.
+1. The arbitration board then contacts the accused party, 
+   informs them of the charges against them as well as the presented evidence. 
+   In addition, they will inform them about the specific board composition and the next steps.
+1. The accused party is given the opportunity to make a statement and present exonerating evidence. 
+1. The initiating party is then allowed to respond once more. 
+1. The arbitration board then conducts the appropriate research and contacts potential witnesses. 
+   The results will be provided to both the initiating and the accused party.
+1. The arbitration board discusses the case and takes a decision. 
+1. The verdict is presented to both parties together with the grounds for the judgement. 
+   The executive committee of the CCC and the people in charge of organizing the event receive an abridged version.
+
+During events the case will be heard orally and in direct contact.
+The board shall decide within 24 hours. 
+Outside of events the case will preferably be held via E-Mail. 
+In those cases, the board shall decide within two months. 
+
+In urgent cases the arbitration board is allowed to pass a temporary judgment 
+with immediate effect at any time - the case will still be heard and completed in an orderly fashion regardless.
+
+## Responsibilities of the Parties Involved
+
+The arbitration board will not take action on its own. 
+It needs to be invoked by a person (hereafter: initiating party).
+The person has to file tangible charges with the arbitration board about another concrete person 
+(hereafter: accused party) to the effect that said person has 
+or will grossly violate at least one of the two principles 
+"be excellent to each other" and "all creatures are welcome".
+
+The burden of proof is on the initiating party. 
+They may present additional evidence and name witnesses.
+
+The accused party can offer their view on the charges and present witnesses and other evidence.
+
+The arbitration board is at liberty to make its own inquiries. 
+Members of the CERT or Awareness Team that had prior involvement with the case are only 
+allowed to speak to the case with the permission of the parties involved.
+
+## Verdict
+
+The arbiters, assigned to the case, decide by simple majority.
+
+There will be claims that won't lend themselves to being resolved. 
+The arbitration board decides whether they consider a transgression against the rules overwhelmingly likely. 
+
+## Sanctions
+
+The arbitration board can impose the following sanctions. 
+
+* a formal warning.
+* restrictions like a restraining order.
+* a temporary or permanent ban from the upcoming or currently running event. 
+* a permanent ban from multiple events in the future.
+
+A transgression against restrictions will be sanctioned separately and can lead to preclusion. 
+The arbitration board speaks on behalf of the organizers when imposing sanctions.
+
+## Appeals
+
+It is possible to file an appeal against the ruling with the 
+[executive committee](https://www.ccc.de/vorstand) 
+within a week. 
+The executive committee will examine whether the decision was blatantly wrong and 
+will decide on it during the next regular committee meeting. 
+The ruling of the arbitration board continues to stand until a decision by the committee is reached.
+
+The appeal has to be directed against the arbitration board in writing, 
+which will then pass it on to the executive committee. 
+
+The executive committee decides without further inquiries.
+Its ruling requires no further justification.
+
+## Confidentiality
+
+The arbitration board will concern itself with conflicts of grave importance, sometimes even intimate ones. 
+It is therefore sworn to confidentiality. 
+
+During the hearing of a case the board can contact an expert witness or a witness and transfer 
+the information pertinent to the current case. 
+
+The executive board of the CCC, the people responsible for an event and if necessary the executing staff 
+will be informed about rulings that have been issued, together with a summarized reasoning.
+Hearing their testimony pertinent to a running proceeding is also possible.
+
+In case of a [appeal](#Appeals) about a ruling of the arbitration board, 
+all information will be passed on to the executive committe of the CCC.
+The committee will also treat the data as confidential.
+
+Only anonymous data and statistics will be communicated towards third parties. 
+In exceptional cases that affect the status of the event information may be made public as well 
+but only after consulting with the executive committee of the CCC and 
+while taking into account the interests of all parties involved. 
+However, the course of the proceedings and the reasoning behind the decision will still not be publicized.
+
+The arbitration board cannot necessarily appeal to confidentiality when facing government agencies. 
+For example, should a criminal case be opened regarding the charge in question 
+then the arbitration board can be subpoenaed to hand over their documents. 
+The arbitration board and its members will not file charges of their own accord though.
+
+## Expenditure
+
+The proceedings by the arbitration board are free of charge. 
+On the other hand, no compensations will be paid.

+Im Folgenden wird die Verfahrensordnung der Schiedsstelle beschrieben. Diese Verfahrensordnung soll einen fairen und für alle Teilnehmenden gleichen Ablauf der Entscheidungsfindung sicherstellen. Die Verfahrensordnung schützt dich vor Willkür oder Befangenheit und stellt sicher, dass mehrere unabhängige und erfahrene Menschen für dich da sind. Sie alle haben besondere Expertise im Umgang mit schweren Konflikten.
+
+Uns ist bewusst dass es keine perfekte Musterlösung für die verschiedenen Fälle geben kann, die wir behandeln. Wenn du Verbesserungsvorschläge hast, [wende dich bitte an uns]({filename}contact.md).
+
+## Zusammensetzung
+
+Die Mitglieder der Schiedsstelle werden vom Vorstand des CCC berufen. 
+Es handelt sich um Personen, 
+die das Vertrauen der Community genießen 
+und Erfahrung mit der Lösung schwerwiegender Konflikte haben.
+
+Drei Personen der Schiedsstelle nehmen sich eines Konflikts an und entscheiden über die Notwendigkeit von Maßnahmen. 
+
+Mit beratender Stimme können Fachpersonen von Awareness Team und CERT beigezogen werden, 
+die nicht schon vorab mit dem Fall befasst waren
+(vorbefasste Fachpersonen sind [Auskunftspersonen](#verantwortung-der-parteien)).
+
+## Unabhängigkeit
+
+Ist eine Schiedsperson nicht in der Lage 
+eine unabhängige und unvoreingenommene Entscheidung zu treffen, 
+zieht sie sich aus dem einzelnen Verfahren zurück. 
+An ihre Stelle tritt ein anderes Mitglied.
+
+Alle Beteiligten können bei Beginn des Verfahrens den Ausschluss einer Schiedsperson wegen Befangenheit beantragen. 
+Über den Antrag entscheidet die Schiedsstelle sofort.
+
+## Rechte
+
+Zur Mitwirkung an einem Verfahren ist niemand verpflichtet.
+Die Schiedsstelle wird ein angestoßenes Verfahren aber in jedem Fall 
+aufgrund der ihr vorliegenden Informationen abschließen.
+
+Jede Partei darf sich von einer Vertrauensperson begleiten lassen.
+Diese wird von der Schiedsstelle parallel informiert, 
+kann die Partei aber nicht vertreten.
+
+Wird ein Vorwurf sexualisierter Gewalt verhandelt,
+kommuniziert die Schiedsstelle auf Wunsch
+über eine Person desselben Geschlechts mit der initiierenden Person. Um diesem Wunsch nachzukommen, kann die Schiedsstelle sich auch einer dritten Person bedienen.
+
+Der initiierenden Person, der beschuldigten Person und den bezeichneten Vertrauenspersonen werden alle Beschuldigungen 
+und die dazu erhobenen Informationen zugänglich gemacht. 
+Beide Parteien können sich zu allen Beschuldigungen und erhobenen Informationen äußern.
+Kontaktdaten können von der Weiterleitung an die Gegenseite ausgenommen werden.
+Nach Abwägung können Sachverhalte auch nur zusammengefasst mitgeteilt werden.
+
+## Ablauf
+
+Das Verfahren wird jeweils von einer Person der Schiedsstelle geführt. 
+Sie nimmt Kontakt mit den verschiedenen Personen auf, 
+bestimmt den genauen Ablauf und Termine. 
+Grundsätzlich ist folgender Ablauf vorgesehen:
+
+1. Die initiierende Person meldet sich bei der Schiedsstelle.
+1. Die Schiedstelle fragt initiierende Person nach dem genauen Vorwurf 
+   inklusive vorhandener Belege und seinem Ziel. 
+   Gleichzeitig informiert sie über die spezifische Zusammensetzung und das weitere Verfahren.
+1. Die Schiedsstelle meldet sich bei der beschuldigten Person, 
+   informiert über den Vorwurf und vorhandene Belege. 
+   Zusätzlich klärt sie über die spezifische Zusammensetzung und das Verfahren auf.
+1. Der beschuldigten Person wird die Möglichkeit der Stellungnahme gegeben.
+   Sie kann auch entlastende Belege beibringen.
+1. Hierauf darf die initiierende Person nochmals antworten.
+1. Die Schiedsstelle holt notwendige Erkundigungen ein 
+   und kontaktiert mögliche Auskunftspersonen. 
+   Über die Ergebnisse werden die initiierende und die beschuldigte Person informiert.
+1. Die Schiedsstelle berät den Fall und fällt eine Entscheidung.
+1. Die Entscheidung wird den Parteien begründet eröffnet.
+   Der Vorstand des CCC und die Verantwortlichen der Veranstaltung erhalten eine summarische Fassung.
+
+Während Veranstaltungen wird das Verfahren mündlich und im direkten Kontakt geführt. 
+Die Stelle soll innerhalb von 24 Stunden entscheiden. 
+Ausserhalb einer Veranstaltung wird das Verfahren vorzugsweise per E-Mail geführt. 
+In diesen Fällen soll die Stelle innerhalb von 2 Monaten entscheiden.
+
+In dringenden Fällen kann die Schiedsstelle jederzeit eine sofort geltende, 
+vorläufige Entscheidung fällen - das Verfahren wird aber auch dann ordnungsgemäß durchgeführt und abgeschlossen.
+
+## Verantwortung der Parteien
+
+Die Schiedsstelle wird nicht von sich aus tätig, 
+sondern wird von einer Person (im Folgenden: initiierende Person) angerufen.
+
+Sie muss gegenüber der Schiedsstelle einen konkreten Vorwurf erheben, 
+dass eine konkrete Person (im Folgenden: beschuldigte Person) 
+gegen die zwei Prinzipien "be excellent to each other" oder "all creatures are welcome" 
+in grober Weise verstoßen hat oder verstoßen wird.
+
+Die Begründung des Vorwurfs obliegt der initiierenden Person. 
+Sie kann zusätzliche Belege beibringen und Auskunftspersonen benennen.
+
+Die beschuldigte Person kann sich zu den Beschuldigungen äußern 
+und eigene Auskunftspersonen und andere Belege beibringen.
+
+Es bleibt der Schiedsstelle unbenommen, 
+selbst weitere Auskünfte einzuholen. 
+Vorbefasste Mitglieder von CERT oder Awareness Team äußern sich nur mit Erlaubnis der betroffenen Person.
+
+## Entscheidung
+
+Die dem Fall zugewiesenen Schiedspersonen entscheiden mit einfacher Mehrheit. 
+
+Einige Vorwürfe werden sich nicht abschliessend klären lassen. 
+Die Schiedsstelle entscheidet, ob sie einen Verstoß gegen die Regeln für überwiegend wahrscheinlich hält.
+
+## Sanktionen
+
+Die Schiedsstelle kann folgende Sanktionen aussprechen:
+
+* Verwarnung
+* Auflagen (beispielsweise ein Kontaktverbot)
+* Zeitweiliger oder dauerhafter Ausschluss von der anstehenden oder laufenden Veranstaltung
+* Ausschluss von zukünftigen Veranstaltungen
+
+Ein Verstoß gegen Auflagen wird eigens sanktioniert und kann zu einem Ausschluss führen. 
+Bei Aussprache einer Sanktion handelt die Schiedsstelle in Vertretung des Veranstalters.
+
+## Beschwerde
+
+Gegen die Entscheidung kann beim 
+[Vorstand](https://www.ccc.de/vorstand) 
+innerhalb einer Woche Einspruch eingelegt werden. 
+Der Vorstand prüft ob die Entscheidung offensichtlich falsch war 
+und entscheidet hierüber auf der nächsten regulären Vorstandssitzung.
+Bis zur Entscheidung des Vorstands gilt die Entscheidung der Schiedsstelle weiter.
+
+Der Einspruch ist in Textform an die Schieddstelle zu richten, 
+die ihn dann an den Vorstand weiterleitet.
+
+Der Vorstand entscheidet ohne weitere Erhebungen. 
+Seine Entscheidung bedarf keiner Begründung.
+
+## Vertraulichkeit
+
+Die Schiedsstelle befasst sich mit schwerwiegenden, teilweise auch intimen Konflikten; 
+sie ist deshalb zur Vertraulichkeit verpflichtet. 
+
+Im Rahmen der Bearbeitung eines Falls kann die Schiedsstelle Kontakt mit Sachverständigen 
+oder Auskunftspersonen aufnehmen. Diese sind ebenfalls der Vertraulichkeit verpflichtet.
+
+Über getroffene Entscheidungen, mit einer zusammengefassten Begründung,
+werden der Vorstand des CCC, die Verantwortlichen der Veranstaltung 
+und gegebenenfalls die mit der Umsetzung einer Entscheidung Befassten informiert. 
+Ebenso ist eine Anhörung derselben betreffend laufender Verfahren möglich. 
+
+Im Falle einer [Beschwerde](#beschwerde) gegen eine Entscheidung der Schiedsstelle erhält der Vorstand
+des CCC alle Informationen zum Fall.
+Der Vorstand ist ebenfalls der Vertraulichkeit verpflichtet.
+
+Gegenüber Dritten werden grundsätzlich nur anonyme Statistiken kommuniziert. 
+In Ausnahmefällen kann, nach Rücksprache mit dem Vorstand des CCC, 
+zum Schutz der Veranstaltung und in Abwägung aller Interessen, 
+über konkret getroffene Entscheidungen auch extern informiert werden. 
+Der Inhalt des Verfahrens und die Begründung des Entscheids werden aber auch dann nicht veröffentlicht.
+
+Gegenüber staatlichen Stellen kann sich die Schiedsstelle nicht auf die
+Vertraulichkeit berufen. 
+Kommt es beispielsweise zu einem Strafverfahren,
+kann die Schiedsstelle womöglich zur Aktenherausgabe oder zu Zeugensaussagen verpflichtet werden. 
+Die Schiedsstelle bzw. ihre Mitglieder werden jedoch nicht selbst Anzeige erstatten.
+
+## Kosten
+
+Das Verfahren der Schiedsstelle ist kostenlos. 
+Es werden aber auch keine Entschädigungen bezahlt.

+### What is awareness?
+
+For all of you who only have a vague idea of what “awareness” means, we would like to briefly introduce our work: Being aware means to care for oneself and others, in particular if their appearance or behaviour does not meet predominant social norms. This is meant to create the mindfulness that is necessary to create an atmosphere of being excellent to each other.
+
+Awareness means to accept other people’s individual boundaries. Humans make various diverging, sometimes even traumatic experiences in their life. This is what makes each and every one of us unique. And this is why individual boundaries must be respected regardless of whether we can understand or comprehend them in all detail.
+
+### What can you do for me?
+
+We do our job without moralisation: We take a stance against encroaching or molesting behaviour and not individuals. We explicitly do not intend to label or judge anybody as a perpetrator. Instead, we aim to promote sympathy and respect for one another and each other’s boundaries. When the violation did not happen intentionally, we try to sensitize for future behaviour.
+
+Last but not least: We will first ask you what has happened and whether you already have an idea what you would like to do and how we can support you. In case you do not have an idea yet, we’re ready to support you in developing one.

+During Congress, we are available for you 24 hours a day. So please approach us if you experience problems – also, if you just need someone to talk, a quiet place, or any other kind of support.

+### Was ist Awareness?
+
+All denjenigen, die mit dem Begriff „Awareness“ nichts anfangen können oder die nur eine vage Vorstellung davon haben, möchten wir unsere Arbeit kurz vorstellen:
+
+„To be aware“ ist Englisch für „aufmerksam / bewusst sein“. Awarenessarbeit bedeutet dafür zu sensibilisieren, auf sich selbst und andere zu achten.
+Menschen  machen in ihrem Leben ganz unterschiedliche  (unter Umständen traumatische) Erfahrungen und sind in ihrem Erleben einzigartig. Gerade Menschen, die von den vorherrschenden sozialen Normen und Strukturen benachteiligt oder ausgeschlossen werden, sind davon betroffen. Diese können daher besonders verletzlich gegenüber Diskriminierungserfahrungen sein.
+Wir wollen Aufmerksamkeit schaffen, um dem Ideal "be excellent to each other" etwas näher zu kommen.
+
+Awareness bedeutet, die individuellen Grenzen anderer anzuerkennen. Daher sind diese Grenzen auch unabhängig davon zu achten, ob sie verstanden  oder nachvollzogen werden können.
+
+### Wie unterstützt ihr mich?
+
+Konkret wollen wir, dass ihr mit Problemen nicht allein seid und euch beistehen, schwierige Situationen zu lösen oder mit ihnen umzugehen.
+Ihr selbst entscheidet, wie eure Reaktion aussehen soll. Wenn ihr das noch nicht wisst, können wir helfen, eine für euch passende zu finden.
+Falls erwünscht können wir ein Gespräch mit den beteiligten Personen moderieren.
+Wir treten übergriffigem/verletzendem Verhalten entgegen, nicht der Person, da es nicht um Schuld geht oder darum, jemanden als „Täter“ abzuurteilen.
+
+Wir sind  während der Veranstaltung rund um die Uhr für euch da. Also wendet euch bei  Problemen gerne an uns. Auch dann, wenn ihr einfach gerade nur jemanden  zum Reden braucht, einen Rückzugsort oder jemanden, der euch dabei hilft, geeignete Unterstützung zu finden.

+
+Did you ever feel sick or had an accident at Congress or one of our Camps? We hope not. But if so, then you probably know the Chaos Emergency Response Team (CERT). It is a team of trained medical and fire prevention personnel who help in case of need. They take care for a safe and sound event and aim to reduce dangers of all kinds. cert advice
+
+It is twenty years ago this year since the idea emerged to have an emergency team of our own. At 19c3, the actual CERT we know today came into existence and has grown ever since.
+
+It is not only responsible for medical help but also for assisting in a crisis situation. That is why the team includes professional psychologists, mediators and crisis intervention specialists. If an intervention of any sort is required, you can count on the CERT.
+
+In case of a severe medical emergency, the CERT is equipped to help like any professional emergency vehicle could. The team also covers a wide range of issues, providing first response to medical emergencies, fire prevention, and making sure that emergency exits and escape routes are always unblocked.
+
+In case you need help, just call 112 on every DECT phone or pay the CERT a visit in the main hall ("Glashalle"), at level -1. Every „Angel“ – as we call our volunteers – with a radio or a DECT phone is able to alert the team of first responders. You can also reach the CERT via Twitter but please refrain from using this channel for emergencies.

+## Über uns
+
+Wer jemals beim Congress ein kleines oder größeres Zipperlein hatte oder den Lötkolben wieder ganz verkehrt gehalten hat, der wird es schon kennengelernt haben: Das Chaos Emergency Response Team (CERT) sorgt für alle, die eine professionelle Betreuung bei Unfällen, Notfällen, Vorfällen oder Krankheitsfällen brauchen. Es sind die Rettungsnerds, die als freiwillige Helfer beim Congress dabei sind, um die Veranstaltung sicherer, angenehmer und sogar etwas keimfreier zu gestalten.
+
+Es ist nun zwanzig Jahre her, dass die vage Idee entstand, für Notfälle ein eigenes Team zu gründen. Niemand weiß heute mehr, wie ein Congress ohne die Ersthelfer funktionieren konnte – auch weil das Team neben der praktischen Hilfe während der Congress-Tage bereits im Vorfeld mit Expertise aushilft. Irgendwer muss ja zum Beispiel mit der Feuerwehr vor Ort kommunizieren, den Plan für Fluchtwege durchsehen, Mullbinden stapeln und Warnwesten auftragen.
+
+Allerdings gibt es erst seit dem 19c3 das heute bekannte CERT, das sich in wohlorganisierter Form dem Brandschutz, der Krisenintervention und dem Sanitätsdienst widmet. Etwa 100 Sanitäter, Krankenpfleger, Feuerwehrfrauen und Ärzte sind um ein langjähriges Kern-Team herum eingebunden. Und das sind längst nicht alle Professionen, die sich mittlerweile eingefunden haben: Das CERT integriert auch Psychologen, Notfallseelsorger und Mediatoren, um für möglichst jeden Vorfall gut gewappnet zu sein. Für persönliche Krisen oder Interventionen stehen dadurch erfahrene Profis rund um die Uhr bereit.
+
+Durch das Wachstum des CERT kamen in den letzten Jahren zudem Heilpraktiker, Zahn- und Kinderärzte, Chemiker, Bergungsfachleute und sogar Rettungsschwimmer („fürs Bällebad“) dazu; sogar einen Profi-Höhenretter gibt es! Na gut, im Team ist auch ein Radiologe, allerdings (glücklicherweise) ohne Röntgengerät. Und es wird jeden beruhigen, dass auch ein professioneller Bootsführer nun an Bord ist, schließlich befindet sich ein veritabler See vor dem Leipziger Messegelände!
+
+Auch für handfeste und lebensbedrohliche Notfälle ist das CERT gut aufgestellt. Die Abteilung, liebevoll „human maintenance“ genannt, steht der Leistungsfähigkeit eines Rettungswagens in nichts nach.
+
+Auch dem Anspruch „leave no nerd behind“ konnte das CERT bisher immer nachkommen. CERT-Engel sind stolz darauf, dass sie Nerds den Besuch des Congress ermöglichen, die wegen gesundheitlicher Probleme immer wieder auf Unterstützung angewiesen sind und sonst nicht teilnehmen könnten.

+Jedes Jahr finden sich mehr Interessierte beim CERT ein, sowohl auf der Seite der Helfer als auch bei den zu Helfenden. Denn mit der wachsenden Teilnehmerzahl und Fläche der Veranstaltungsräume wächst auch die Arbeit. Der Congress hat bisher noch einen leichten Männerüberhang, weswegen die bekanntermaßen zum Jammern neigende Spezies rituell ihren Congress-Schnupfen, Rasierwunden oder Fußpilz mitbringt und dann beim CERT in der Patientenversorgung beklagt. Aber es gab noch keinen Congress, wo nicht auch diese Zipperlein verarztet werden konnten.

+Um einen Einblick in die typischen Tätigkeiten des letzten Jahres zu geben: Auf dem 33c3 stellten sich 367 Patienten im CERT vor und hatten rein statistisch meistens kleine Schnittwunden oder Kopfschmerzen oder beides. Ausreißer haben dann schon mal Erinnerungswert, wie etwa die Kopfplatzwunde durch einen Legostein. Im CERT wurden auch schon mal Engel eingeliefert, die mit Erschöpfungszuständen nach mehreren Engelschichten zu kämpfen hatten. Also bitte beachtet Eure eigene Leistungsfähigkeit und achtet auf regelmäßigen Schlaf und Ruhepausen.

+Das CERT ist ab Tag 0 rund um die Uhr erreichbar unter der DECT-Nummer 112 oder vor Ort in der Glashalle, Ebene -1. Außerdem weiß jeder unserer „Engel“ mit Funkgerät oder DECT-Telefon, wie das CERT zu erreichen ist. Es gibt auch einen Twitter-Account, der jedoch nicht für Notfälle genutzt werden soll.

+## What is DECT?

+We operate our own cellular and DECT phone network on site. Anyone can join this network by either

+1. Registering a standard DECT-Telefon via [eventphone.de](http://eventphone.de) or
+1. Using one of our speacial SIM-cards in your cell phone.
+
+## I do not have DECT!
+
+If you need help and do not have your own DECT phone, *any angel can halp you.
+You can recognize them by the badge dangling around their shoulders.*
+In the unlikely case that there is no angel in your immediate surrounding, you can always find them

Even though the event copes with challenges that come with growth, we think we’ve built a space that promotes tolerance, curiosity, fun, open-minded communication, friendliness and cooperation. Unlike traditional conferences, where visitors receive full service for paying an entrance fee, CCC events are run by volunteers. The whole event is organized by people who buy their own tickets and spend their holidays to make it happen. This means that everybody attending the 34c3 shares the responsibility to keep the event safe, secure, and enjoyable to all.

+The Chaos Computer Club is, both by its chapter and common consent, a galactic organization that welcomes all lifeforms. As such, we are dedicated to providing a safe, secure and enjoyable experience for everybody attending our events, regardless of age, gender, sexual orientation, origin, or physical appearance. +Wer einmal beim Congress war, weiß: Es gibt eine Welt da draußen und eine drinnen. Wir versuchen, auch mit wachsender Größe der Veranstaltung und immer mehr teilnehmenden Kindern und Jugendlichen eine Atmosphäre zu schaffen, die geprägt ist von Toleranz, Neugier, Spaß, Gesprächsbereitschaft, Freundlichkeit und einem besonderen Miteinander. Der Congress ist schon immer mehr Mitmach- als Konsum-Veranstaltung. Ein Event von Freiwilligen für Freiwillige, das nur so funktioniert, weil die Teilnehmenden genau das auch wollen.

+Bereits im 3. Jahr in Folge ist die CrewCrew, eine Frauen*Bouncer-Crew aus Hamburg, für euch am Start. Unser Job: Wir versuchen, wie ihr auch, für alle eine gute (diskriminierungsarme) Atmosphäre zu schaffen und halten unsere Augen und Ohren offen.
